Cal. Health & Safety Code § 122319(a)(1) requires the practitioner to be licensed in California.

California's statute requires the issuing clinician to hold a California license. A clinician licensed only in another state generally cannot satisfy that requirement. Telehealth across state lines is governed by a mix of state licensing rules and interstate compacts (PSYPACT for psychologists, the Counseling Compact for LPCs); whether a particular cross-border relationship qualifies depends on the clinician's licensure and the compact rules in effect for California.
